Sounds like someone trying to scamA confidence game or other fraudulent scheme, especially for making a quick profit; you, to be honest. It's just like people who say they sent payment but something must have gone wrong on your end. They're trying to make you feel bad or worry over possible legal action so that they can scare you into making them happy at all cost. Ignore it.

I know sometimes paypal gets disputes like this but if you can prove the order was attempted and failed on their end you should be fine. I am not sure how it works if you did not have proof though so be careful. Some people are pro's at doing this sort of thing.

Ignore them. I work for a business that manufactures and sells after market tractor cabs. If a customer's creditMoney loaned or the ability of an individual or company to borrow money. card does not pass AVS we don't accept their credit card. It is for their protection and ours. It helps deter fraudulent use of their credit card. If we accept payment when the AVS declines then if the card turns out to be stolen we end up being left holding the bag. We aren't going to risk a two to six thousand dollar loss because some idiot pretends he can't remember his proper billing address.

Go with your gut. Those safeguards are there for a good reason. Don't let them bully you. You are doing just fine. I can't see that you are doing anything against policy.

It is kinda spooky to think of all the people out there who want things for free. I know we do not have that many bad parents out there forgetting to teach kids when growing up the value of a hard earned dollar. I guess some people are seriously just sleazy and thats really sad.

Stick with what you have. If you were in violation of anything, the internet police would have nabbed you by now. AVS is vital in preventing more fraud!
